New Deepwater Awards Highlight Procurement Priorities in Africa and India

Recent Transocean announcements show operators securing deepwater capacity for 2027, bringing rig availability, mobilization and supporting supply

arrangements into focus.

On 15 September 2026, Transocean announced a two well assignment for Deepwater Conqueror in Equatorial Guinea, expected to begin in 2027 and add

approximately US$80 million to backlog, excluding additional services and mobilization related compensation. On 20 August, it announced a  2 year binding letter

of award for Dhirubhai Deepwater KG2 with ONGC in India, with approximately US$300 million in contract value including additional services and mobilization fees. That campaign is expected to start in the first quarter of 2027.

These awards are evidence of specific operators committing to future programmes, rather than proof that every offshore rig category is experiencing the same

market conditions. Their disclosed values also use different cost inclusions, so a simple comparison can be misleading. For project owners, the useful lesson is to

compare the complete commercial scope: the working period, included services, mobilization arrangements, optional periods and responsibilities for delays all

influence the effective cost of access to a rig.

Supporting procurement should develop alongside the principal rig discussion. Spare parts, consumables, approved chemical requirements and logistics support  can affect readiness even when the main commercial terms are agreed. A coordinated schedule identifies which items are supplied by the rig owner, the operator oranother contractor. Clear responsibility boundaries help prevent overlooked purchases and make it easier to assess the consequences of a change in mobilization  or drilling dates.

Tianyuan Group Limited's petroleum drilling platform business sits alongside its mineral resources and chemical products activities. This scope supports a broader  procurement conversation that connects the principal equipment requirement with related materials anddelivery planning. Tianyuan's role is framed around source screening and commercial coordination, with asset availability and technical suitability established for each enquiry. The reported Transocean awards are external  market examples, not Tianyuan contracts.
